From the Shipping Settings (Admin Control Panel -> Settings -> Listing Settings -> Auctions & Products -> Shipping Settings) menu:

Enable Shipping Module

If checked, enables the shipping module.

Additional customisable Admin Control Panel (Settings -> Listing Settings -> Auctions & Products -> Shipping Settings) sections:

Enable Pick-ups

If checked, allows sellers to enable the pick-up option for items.

Enable Returns

If checked, allows sellers to specify a returns policy for items.
